Fate is rarely fair but the draft order is a crude tool designed to promote parody and a circulation of elite. The problem with the draft order is that it rewards tanking whether deliberate or not. I am an advocate of butterflying the draft i.e. such that the best non playoff team picks #1, to prevent teams from intentionally throwing games for high picks, while still giving struggling teams a way to acquire elite talent. The NFL rewards the losers for talent replacement. The current draft model is as fair as fair can be. The thought you suggest would muddy the water likely becoming more unfair.
