You need to be in the top 5 on 80% of the ballots to get elected. Sounds easy, right In practice not so much. This year you have Brees and Fitz who are pretty much guaranteed to be in the top 5 of every single ballot. So now you need to be in the top 3 of 5 remaining candidtes on 80% of the ballots. Take someone like Hoodie shirts. Some voters will have them at the top spot of the remainder. But some will have them down at 4 or 5. Assume a hypothetical remainder of Vinitieri, Rivers, Greg Olsen, Terrell Suggs, and Tory Holt.
